within a 4 to 8 block radius
contact you're local city assessor because they change the rules all the time all the time.
You can use the real estate book of property in you're neighborhood that has been sold at a lower price.
Your first challenge is free ,
you're second challenge costs about 50 dollars in which you will meet with a mediator or arbitrator .
If you're still not satisfied contact you're county legislator they have the authority to bring the matter onto the county agenda
